The East Hills story began with a commitment to the community of St. Joseph, Missouri. The original developer was unable to complete the development of the shopping center due to financial difficulties. Frank Morgan, Sherman Dreiseszun and Jack Fingersh were Kansas City investors who came to the aid of the project. After evaluating the opportunity, they felt it was important to fulfill the commitment that had been made to the St. Joseph community. Construction of the 416,000 square foot center started in 1964 and East Hills was open for business in September 1965 with JCPenney and Montgomery Ward as the anchors. Members of the original investment group continue to own and operate the shopping center today and are committed to carry through with the current renovation. 
Since its opening in 1965, East Hills has undergone many changes, including a major renovation and expansion in 1988. With the addition of the Dillard's and Sears' Department Stores and 34 new storefronts, the size of East Hills increased to 676,000 square feet.
Today, as shopping trends continue to change, East Hills continues to serve as St. Joseph's community gathering place while providing a top shopping, dining and entertainment experience that meet today's standards. East Hill's objectives for redevelopment include:
- Revitalize East Hills through extensive renovation and expansion
- Retain existing tenants and attract new national tenants
- Create additional jobs for the St. Joseph community
- Improve the Belt and Frederick Highway intersection (visual and functional)
- Deliver a complete shopping experience that is a positive reflection of the entire community
With 875 full and part-time employees, East Hills is fulfilling a vital role in the economy of St. Joseph. East Hills is also an active community partner, supporting programs and sponsoring events for organizations such as:
